Who is General Phillip Rey? I beleive he is Serpentor. Rey was brought in by the Jugglers. The Jugglers stated that Serpentor was under going training for him to fit in better with everyday people.

I think he's a product of a government program to create their own Serpentor, but with good guys instead of bad guys. 3nodding

I need to re-read the comics, but I think with Serpentor they where going to do more of a deep cover operative.
I don't think General Ray's body type is right for him either.
