(Yes, pun intended)
There have been many celebrities in Doctor Who. To name a few Sharon Osbourne, Mcfly, Thomas Sangter (Simon of Nanny Mcphee), and Simon Callow (Andre of Phantom of the Opera).
The last two were sorta like those kind actors where you are like "Hey I've seen them before!".

Sharon Osbourne and McFly don't count simply because they were on the show in a recording for about two seconds as themselves as a shameless plug for the Saxon campaign. xp
However, another notable person would be the professor in 'Midnight'.. he's the son of Patrick Troughton (2nd Doctor). mrgreen

Simon Pegg, of Shaun of the Dead fame, was that wacky Editor in The Long Game.
Julian Glover led the ground assault against the Rebel Alliance on Hoth in The Empire Strikes Back, played the main bad guy in Indiana Jones and the Last Crusade, and was also a baddie in the James Bond flick For Your Eyes Only. He was the Scaroth in City of Death (which also featured a cameo by Monty Python's John Cleese).

Another Shaun of the Dead actor was on Doctor Who; Penelope Wilton (aka Harriet Jones) played Simon Pegg's mum in the movie.
When I saw that movie, I was practically screaming "Oh my God, Harriet Jones became a zombie" during this one scene. It was so funny.

I know the one woman who played Moaning Myrtle in the Harry Potter movies played Ursala in "Love & Monsters", but I can't remember what her name is. Oh, and doesn't John Cleese make an appearance in "City Of Death" as an art critic?

The Guy who playes Elton Pope in "Love and Mosters" Played in the New movie Wanted. I knoticed that pretty quickly. He is a really good serious actor.

Thowell3 The Guy who playes Elton Pope in "Love and Mosters" Played in the New movie Wanted. I knoticed that pretty quickly. He is a really good serious actor. He was also on a few episodes of Band of Brothers. Catherine Tate was in this movie called the Bad Mother's Handbook. She played this lady whose daughter ends up pregnant.

Corey Johnson (aka Henry Van Statten) was Mr.Daniels from The Mummy (1999).
He was one of the guys that was soon killed after being cursed.

Ardal O'Hanlon from the BBC TV Show Father Ted and he is also a Famous Comedian. He played Bratagan from Gridlock The Cat man lol.

JN-T had a policy in the eighties of wanting to get as many well-known faces as possible in order to spark a bit of tabloid coverage. He even told directors "The more celebrities you get the happier I will be."
Sometimes this worked better than it should (like kitsch quiz show host Nicholas Parsons being unexpectedly brilliant in Curse of Fenric) and sometimes it was exactly as bad as it sounded (like unfunny comedian Ken Dodd being unfunny comedian Ken Dodd in Delta and the Bannermen or unfunny comedians Hale and Pace being unfunny comedians Hale and Pace in Survival).
It'd probably be impossible for anyone who wasn't both British and Old to now recognise these stars of 'Light Entertainment' as ever having been celebrities.
Here's a fun thing to think about... the trend in the Davies-era for celebs to cameo as themselves; When did this start?
Earliest I can think of is the Beatles turning up in 1965's The Chase. Though you might not count that since it was stock footage. The boys really wanted to appear in person though, and depending on who you believe it was either a clash of timetables or the scheming of Brian Epstein that prevented them.
