Yes, when using perk.
YOu have to explicitly state when you are using perk.
Tomi, i don't know where you are getting your numbers.
Snoop is an LE. LE = 205 hp
ALSO, you guys should not post your SKILL until you actually use them.

Your base HP is 205, regardless of levels.
Even when legendaries level up they dont' jump in base HP.

His range should have been 20-30, not 30-40.
I just took 10 off of his roll of 33.
