IVs=Individual Values.

Go to game mechanics>IV calculator.

IVs is what determines how high at stat can go. So if you have 31 IVs, you are quite capable of reaching your max stat if you EV trained it 252 points. Though if you have 26 IVs in that stat, you will be missing 5 stat points if you trained it 252 Effort Points. Not sure if that makes sense, but IVs are essential especially in speed. Ask around the Pokemon threads in the forum to get a better explanation. I am not too good at explaining IVs.

As Koishii said, IV's are the unseen rate at which a particular stat grows. It ranges from 0 to 31. Understanding how the IV's calculation works makes using the calculators a little easier. Or rather, you know how important it is to keep track of certain information. The calculators do not require you to know the base stats of Pokémon (which can be found on the pokémon pages at Serebii.net)

Note: You have 1 chance in 32 to get a an IV of 31 in one stat, 1 in 1.024 to get a max IV in two stats and 1 chance in 1.073.741.824 to find a Pokemon with max IV in all 6 stats.

(((Stat/Nature) -5 ) * 100/level) - (2*base) - (EV/4)

Where Nature is:
0.9 - Nature is against this stat
1 - Nature is neutral to this stat
1.1 - Nature is beneficial to this stat

Base is:
The Pokémon type's base skill (check www.serebii.net)

EV is:
Effort Values gained through battling.



As you can tell, the closer to 100 the pokémon in question is than the more accurate the results will be. Also if you haven't been keeping track of Effort Values, the number will be off also. (Serebii.net also displays the EV's a Pokémon gives during defeat.)

What does all of this mean? Lets show an example with a Modest Vulpix.

We will take a newly hatched Vulpix so we don't mess with EVs, and go to a wi-fi level 100 battle (which will calculate her stats at level 100 for us) Her stats are as follows

Vulpix Modest Level: 100
HP 191
Att 106
Def 116
Sp Att 149
Sp Def 161
Spd 158
Modest: +Sp.Att, -Att


HP of 191, so the HP formula would be:
(191-100-10) * (100/100) - (2*38 ) - (0/4)
81*1-76-0 --> 81-76-0 --> 5-0 --> 5
Our Vulpix's HP IV is 5

Lets look at a neutral Stat, Defense:
(((116/1) - 5) * 100/100) - (2*40) - (EV/4)
((116 - 5) * 1) - 80 - 0 --> (111 * 1) - 80 --> 111 - 80 --> 31
Our Vulpix's Defense IV is 31

A look at a beneficial nature, Sp. Att:
((149/1.1) - 5)*100/100) - (2*50) - (0/4)
149/1.1 = 135.4545455 --> this number is always round up, so instead of 135, we will use 136.
(136 - 5)*1 - 100 - 0 --> 131 - 100 - 0 --> 31
Special Attack IV is 31 as well.

A note with calculating Effort Values, when you calculate Effort Values, you round DOWN.

In the end, the Vulpix in question had the following IV's:
HP 191 (5)
Att 106 (31)
Def 116 (31)
Sp Att 149 (31)
Sp Def 161 (26)
Spd 158 (23)
Hidden Power: Steel (69)
