Background: Feeling that the Time Lord Conceal has the tendency to just sit on their hands, Katlinkelatomtulla worked her way into their ranks. When she feels that someone was hiding something she would find some way to uncover what they were hiding. She doesn't use it to blackmail. She does use the information to maneuver things about. Either in the person's favor, or against.
While she may be viewed as a decent person, people who know of her activities have a hard time trusting her. Even the Doctor as she had gone through his stuff.
She had studied the art of 'sneaking around.' She doesn't know it, but she's walking a very fine line.
