ive already read the new thingy and id like too kno how i could learn new jutusu's even if their simple water jutusu's or just others u know?

You learn Jutsu's by going to the Academy in your village. Once you become a Genin you will be placed on a team with a Jounin who will teach you and take you on missions. Also help and get you ready for the Chunnin exams.

Also a higher rank (Must be Chunnin or above) can teach if they want to teach you something or if you ask them and they agree.

It depends on the village you have joined. What village are you currently with and what rank are you?

The time skip will be Monday
and you need to talk to your kage, or the person who is teaching you in the academy.
You can only start properly fighting at Genin level and above

hey if you have a dog does it just basically mean that you get to use kanine jutsu like kiba or does it mean the dog gets to atack too?

I think if you have a dog like Kiba you can use his sort of jutsu's with the dog.
And yeah if you can handle managing more then one person, but your only alowed 2 so things dont get to confussing.
