I was reading up on wikipedia to see if i could find a video of it and at the bottom it said that the owner of full metal alchemist said that Vic could show it or something like that, so when do you think it'll be up on you tube or available for public viewing?

Vic shows Fullmetal Fantasy at anime conventions. however, I've heard rumors that he has stopped showing it for various reasons. Perhaps he will show it at a convention some time near where you reside. That's the only way I can think of that you can see it though. he has personally requested that nobody put up Fullmetal Fantasy on the internet.

Well he explained what happened at Tandokucon, Funimation was worried what the owner of FMA would say due to it not being an official FMA video so they told Vic not to show it, so when he had lunch with the Owner he brought it up and gave them the video. But alright, then I gotta wait a year for Tandokucon to come back xd

Vic's not allowed to show it at conventions or anywhere anymore cause the owners of FMA basically forbid him from doing so. They claimed they might add it to a DVD somewhere along the way but that hasn't happened yet so I guess once the franchise has finished, it might be discussed once more whether he can show it or not. Keep your fingers crossed!

Funimation won't let him show it because thier scared of being sued, even though the heads of the japanese company and the creator said they were fine with it.

i didn't hear anything about the Japanese company liking it or not, nor have i heard anything about it being on some special disc, but i do know that it's very easy to change things on wikipedia and a lot of people don't trust it because of that, the only thing that i heard about the vid is that Vic can't show it anymore because Funimation doesn't want to be sued (and if that happens there's less of a chance that they might get the other series of FMA)
