1. The Eternal Snare
I cast Curse of Exhaustion on a lowbie, constantly refreshing it so that they will be snared until they attempt to hearth or run back into town. This makes for incredibly slow questing for the lowbie and usually ends up making them frustrated. Any attempts to hearth or run back into town is met with a shadowbolt.
2. Low Rank Dot
Instead of casting your highest rank and killing the lowbie instantly, use a lower ranked DOT in order to see them die slower or if they're resourceful (pots, bandages) they may even survive. This works especially well for healers as their heals will tick about the same as your dot. It's fun to see their health bounce around from 50% to 100% every other second. The fun ends when they run out of mana.
3. Fear Into Mobs
Fear the lowbie into a highly populated area with mobs that are around equal level. Watch them train 5+ mobs and get a repair bill. The Eternal Snare may be used in conjuction with this method in order to prevent them from escaping.
4. False Hope
Let your pet begin to attack the lowbie and bring them under 20% percent. Stop and /wave, /bow and pretend to be honourable and good natured. Mount up and ride away out of view and quickly ride back and throw a Shadowburn at him, killing the lowbie instantly.
5. Favoritism
When encountering two lowbies partied together, constantly kill and camp one of them but not the other. This results in entertainment for his friend and frustration for the other. They may even break party after, thus ruining their experience in the game for that day.
6. OOM
If you see any caster or healer type lowbie, drain their mana. This is especially effective on healers as you can drain their mana and apply 1 or 2 low rank dots and watch them die. It is even more enjoyable when they pot to heal and watch as the mana draining continues, thus wasting their pot.
7. Call PETA
Hunters can provide alot of fun as killing their pet can be rewarding. Use any method to disable the pet and /bow, /wave. Ride away out of view, behind a tree or bush. Wait until they ressurect their pet and ride into the scene, killing their pet again. I've successfully done this about 10 times to one hunter which resulting in him logging in the end.
8. The Friendly Warlock
When you see a lowbie, use friendly emotes such as /bow, /wave, /dance, /clap, etc. You may even go as far as helping him kill a mob or do a short quest. After this is done, cast immolate and if the lowbie isn't dead, continue with incinerate. After they rez, do the /sorry emote as if it was really an accident. After the lowbie understands, rinse and repeat immolate/incinerate.
9. False Hope II
Find a entire party of lowbies (3+) and engage them in combat. Use low rank dots to minmize damage and pretend to get frustrated, eventually leading to retreat. Ride away and wait awhile, as the lowbies are probably celebrating and saying how bad you suck. Ride back and slaughter them all, destroying their new found confidence and joy.
10. Kill Your Own Faction
Find a horde priest that will coordinate with you. Travel together and find Alliance (since im Allied) lowbies, let the priest mind control and you can dot the lowbie up and kill them. Angry tells will ensue which further motivates you to kill more.

wow thats mean. o.o if i were any good at PvP, i might make a PvP lock just to try that lol
but i'd get frustrated in the second area with everyone killing me and stop playing >.<

Go with 2 friends to the ocean by Westfall. /1 Free VC runs, PST.
Summon to the bottom of the ocean, you are safe when you have 30seconds left on your fatigue buff.
For extra fun, tell them that heroic VC is under the water and that you can't have underwater breathing to enter. (yes this worked)

O, wonderful warlock and demon patiently paired, Leaving a young warrior feared and eventually forced to repair, Laughing at others when healthstones we won't share, Denying you that portal to help your friend "Get there".
We laugh in the shadows and smile a lot, We're quick on the chase and spamming the DoT, You'll see the spirit healer whether or not you pot, Leave your character in some ditch in STV to rot.

in regards to Starcus' comment: PvP is fine when each player has a chance to win, but i've seen people 40 levels higher go to noob areas just to kill them. hows that fair? and that wasn't even a pvp server. aparantly, pvp actually means "without honor or backbone" rolleyes you dont get bragging rights if you, a level 45 warrior, killed a level 10 druid who's still learning the game
