Hmm...I think back when everyone was a Genin it would have to be Naruto. He's explosive and unpredictable.

since the story revolves around naruto..obviously he's stronger especially since he's got the nine-tailed fox

Kill-uaKun72 i heard that gaara becomes hokage... Garra is the best Gennin, and he doesnt become Hokage, he becomes Kazekage, u know of the Sand village,not the Leaf village...

If we are talking about power-wise, in the beginning, I would say Naruto, but after Sasuke gets that second phase thing, then, I would say Sasuke.
