Ok so I do a lot of different music related things such as play guitar and mix music so I wanted to get a laptop dedicated to just my music. It would have Fruity Loops of course and I'd want to use it as my Guitars Amp as well as Effects. Any Laptop suggestions? Or sites related to the task?

I have one suggestion: Don't get a laptop. They're portable sure, but think about it: you're going to lug around a laptop, external soundcard (You'll need one of these regardless) all your cables, guitars etc and you'll weigh a ton. I've actually lugged my laptop to a couple of shows to play but it's just not worth it.

lord midknight I think the Laptop with my Speakers would weigh less then my Amp tho. But the sound would sound so artificial. Even with the proper filtering and audio setup. An amp is just easier in my opinion.

its not for like shows or anything, more like on the go practice. Like on the subway or between classes or on a slow day at work.

Well it all depends how seriously you're taking this and how much you have/are willing to spend.
My advice is look into a macbook. I know mac has a certain stigma to it, but believe me if you want it just for music pc is NOT the way to go. I do a music tech course at college that uses both systems, and macs win hands down. They might be more expensive but the speed and capabilities are more than worth it.
Also I wouldn't go with Fruity Loops either, it's Ok for a beginner but it's a bit limited. Cubase 5 came out a few months ago and it's actually amazing. Plus you can run reason through it (another piece of software that if you haven't got all ready, you really need) so you could do an entire album near studio quality all on your laptop. So say you wrote a cool riff, put it into cubase, then open up reason and pop a drum loop over it, maybe some piano/synth as well. Either way I recommend you get reason no matter what you go.

I guess the thing is this:
Say you buy a macbook for about 1500$. Then you turn around and buy some software for another 400$. Well, that's 1900$ you could have used to buy yourself a kickass amp or guitar. I don't follow your logic on it is all. If you were thinking for something on the subway, my suggestion is read up on some guitar exercises or theory while you're on the subway, then when you get home you know what you want to practice through your kick a** amp or guitar.

Mac would probably be the best way to go.
