Lee wins since Neji explopes the sealed chakra gates anyway but maybe Shippuden Neji figured a way to stop him.

Neji doesnt open the chakra gates, he closes the chakra points. but that doesnt matter since Lee doesnt use chakra for his taijutsu

Lee. No neji. Ahhh either one. Neji when he seals the chakra could actually kill Lee doing it. But Lee doesn't use his Chakra anyways so he can attack while Neji is sealing the Chakra points.

in a fight beetwen the two the major thing would be if lee could attack neji before hed use his spiraling sphere when he gets close
