 After looking at this picture, I noticed that everyone who's a Chunin or higher from Konoha isn't wearing a green vest except for Shikamaru and Lee. I know Lee's only wearing his in order to look more like a mini Gai and Shikamaru's probably wearing his 'cause he may have been pressured by his parents and Asuma. Even so, the green vest is still standard Chunin and Jounin wear, so why isn't everyone else (w/ the exception of Naruto, Gaara, Temari, and Konkuro) wearing them?

I was asking myself the same thing. I have no idea why. Isn't it that ugly vest part of the standard uniform? Is Tsunade that lenient????

technically Naruto is Genin.... though probably the only technical reason is so that we'd be able to tell them apart more^^
If you notice... Tsunade is barely ever seen wearing the Hokage uniform... As far as I remember she only wore it during the celebration of her becoming Hokage ...
am I wrong?

Tsunade's all for casual Friday every day of the week. Who wants standard, stuffy uniforms?

I mean, she's not exactly a by-the-book Hokage. She doesn't wear the robes (or the Hokage pimp-hat), and I recall that when she was first given her position she proposed skipping the ceremony.
