Why can't i do the repeat mission's even thought i lowered my CL. They keep telling me I'm to strong. Is this a glitch or is this suppose be?

they can probably tell by your total charge. It's the number of orbs you have total whether or not they're equipped on your rings. The missions in Bill's ranch stop being repeatable after CL3.0 or around 250 total charge.
Strange, I got those missions that were supposed to be available to new people (i.e. under a 2.0 CL or something, essentially just out of the sewers) in Barton.
