I really do think that Sakura is stronger - post and pre time-skip.
She's powerful in her own ways, mentally, and physically, and a lot of Ino fans chose to ignore this inner strength, because they don't like being caught doing the same old, and supporting the female lead.
Yes, Ino is strong, but she also, isn't.
Sakura is probably more...normal than Ino, if you will. She's not a prep, and even if she is a bit more obsessed with Sasuke than Ino, she also finds it in her heart to accept Naruto, and isn't quite as cocky as Ino. Ino's cockyness could bring upon strength, but I think Sakura's caring personality and own style and wits make her stronger.
I may merely think this because Sakura is my all-time favorite character, and I admit, I do favor her a bit more than Ino, but I still do like Ino, don't get me wrong!
They're just different, and part of me thinks that, even when under Ino's jutsu, she could've escaped without Naruto's help, had she really put her mind to it. But then, everyone would be able to really say that Sakura won the match, and blah, and I would've gotten so pissed.
And post time-skip, I think there's no doubt that Sakura is now stronger physically, and mentally. She's changed a lot, and matured, and now she's got sannin strength - I really doubt Kishimoto will make Ino stronger than her now, and plus, Ino just lost something dear to her. (Highlight next line for spoilers...Not that almost everyone in the Naruto world doesn't already know this. xD)
