For the first minus staff puzzle, here is what you do:
Grab the two nearest minus staffs
Use the first one on the waterfall to make it stop.
Cross the riverbed at the very end near the door to the town and grab the minus staff there.
Repair the broken bridge from the side you are on so that it reaches the other side by using one of the minus staffs. You should have one left.
Go across the repaired bridge and return the waterfall to normal.
Go across the repaired bridge a second time and enter the now opened door, grats you did it, now save the game.

For the second minus staff puzzle, here is what you do:
Grab the nearest minus staff and use it on the closest small mushroom so that you can walk across them.
Make the loop across the tops so you can grab the next staff.
Go back across the mushrooms until you are at the one closest to the wall and you can see the next grabbable staff to the north of you on the ground. Use the staff that you have on that mushroom.
Grab the staff to the north and go to the next room for part 2 of this puzzle.
You will have one staff on hand and you are going to want to use it on the middle boulder. I forget if there is another staff you can grab, but I don't think there is yet. One the vines disappear and the middle boulder falls to plug up the river, then grab that nearby staff that was in the water.
Now, go to the farthest right boulder and use your new staff on it. The boulder will crash into the tree where you can then grab two more staffs.
Use your one staff on the first boulder, or the one farthest left so it plugs up that part of the river.
Then use your second staff on the bush so it shrinks and you can get by.
Now if there is another staff, I forget if there is, grab it and use it on a second bush. Then exit the puzzle via the new area and save your game before encountering regulus.

For the final minus staff puzzle, here is what you do:
1. Go to the center platform, grab the two staffs.
2. Light the bottom altar using one of the staffs
3. Go to the lower right platform, grab the staff, light the altar.
4. Go to the upper right platform, grab the staff, light the altar
5. Go to the central platform, light the altar.
6. Go to the upper left platform, grab the staff, light the altar.
7. Go to the lower left platform, grab the staff, light the altar
8. Go through the door, find the save point and save your game.
