During World War II, The Ahnenerbe Organisation discovered the Tomb of Jesus and the secrets of resurrection. In 1938, Dr. Franz Altheim and his research partner Erika Trautmann experimented with their discoveries in secret for many years and never completely understood or replicated what they had found. Heinrich Himmler took over their research and tried to militarize it for SS use but was never successful. With the downfall of Nazi Germany in 1954 the research was lost until 2012 when it was rediscovered by PHOENIX Pharmahandel Aktiengesellschaft & Co (PHOENIX Group), based in Mannheim, Dr. Hans-Ulrich Kummer and his team began developing and leading further research into the experiments of resurrection that Dr. Altheim had started in 1938 in secret.

Their research was compromised by an American company who had caught on to their project. They had developed a serum which could be injected into a dead human brain to reanimate the corpse. Catch was that the corpse had to be fresh or it wouldn't take hold. They had minor successes and were able to indeed bring the dead back to life but there was a cost, the reanimated body couldn't sustain itself and had no humanity left. The basal creature which remained was incredibly hostile and would only be alive for moments before it burned up and was left nothing more than a husk.

The PHOENIX Group retaliated against the Americans by capturing and infecting one of the Americans with a highly modified Ebola-rabies cross virus and releasing patient Zero back into the Americans research facility with no recollection of what had transpired. This led to an unforeseen interaction with the serum that the Americans had taken and improved. The dead virus was reanimated on a cellular level by the serum, causing heavy mutations in the genetics of the virus. It became the first outbreak of a fast mutating, Ebola-Rabies-esque virus that could reanimate the dead.

A few months later much of the world had fallen to the virus much like many movies, video games and books had predicted and used for profits for so many years before. The survivors did everything they could to fend off the hordes of undead, including numerous nuclear strikes by other countries to prevent the spread of the virus after everything else seemed hopeless. In the end, many people only survived because of their paranoia before the outbreaks. Underground fallout shelters, doomsday castles, prepping, things that had been thought of as crazy or mildly amusing before had become a legitimate practice.

That was over forty-five years ago, the world lies in ruins and has scraped out a semblance of civilization once again despite the radiation and hostile mutations in the wastelands that were once living ecosystems. You've survived so far through whatever means it took to live. Now where do you stand when there's nothing left to stand for?
