Well, there are those whom are non-Jedi that can combat force users rather well. There are also those whom are force sensitive but are not Jedi or Sith. Mostly my favorite example has to be Zuckuss. "Considered to be one of the best Gand findsmen,[41] Zuckuss possessed an innate Force-sensitivity.[12] He dubbed this his "intuition"[10] and through the usage of meditation and religious rituals, he could sense targets at range, the number of members within a group, their intentions toward him,[10] and receive glimpses into the future.[2] His intuition also allowed him to predict the maneuvers of ships during battle,[14] as exemplified when he nearly destroyed the Bright Hope even before his ship's systems registered within firing range.[10]" http://starwars.wikia.com/wiki/Zuckuss
