How to create your story
First you have to have a story idea.
Now when you have thought of something, write a short synopsis about your story from the start to the end, leaving out details and character specifics.
Tip: Read and research other mangas' stories, but try to keep your idea original.
Next, crate your characters profiles. Remember the main character has to stand out. Also create a heroine and supporting characters. Now, create a background story for the main character. Write a complete profile as if you were telling someone else about your guy or gal. Develop their strengths and weaknesses as these will come in handy when you begin to develop your storyline.
Next is to write your story. Dont think about layouts yet, and be sure not to rush it. Write what will happen? What good things will happen? What bad things will happen? If you're writing some kind of action romance story, then think who will love who.
My thought: Of course, if you think you can do layouts without writing what happens first. Then go for it!
Now think about your first chapter. In first chapther you have to catch the readers' interest. But dont give too much information - leave some curiosity for the second chapter.
Next step is to make your storyboard. Draw out layouts of what that will happen. The drawings dont have to be super good, since this will be only you sketch. Plan well over who says what to whom. What action scenes will you include? What information will they provide? Break your story down into pieces that you can section off into individual panels.
And the last step is to draw your story. If you draw yourself, it will be easier for you. If you have partner who draws for you, you should discuss layouts and what you want to show in the panels.
