ORDER 75: Regarding the Lycanthropes
I:
Lycanthropes will be required to wear a black cloth around their left wrist at all times, to allow for easy distinction from humans.
II:
Lycanthropes may not assemble in groups greater than twenty at a time.
III:
Any lycanthrope that harms a human seriously will be put to death on the wheel, unless directed to do so by a noble and carrying evidence of this direction.
IV:
Lycanthropes may not participate in the governance of our country.
VI:
Any lycanthrope which disregards sections I or II will be fined. Any lycanthrope which disobeys section IV will be imprisoned.

Section I:
Lycanthropic origins.
Thirty years ago, the firt case of lycanthropy was reported in Cenaria. Within three months, the lycanthropes composed one-third of the population. Within a year, they composed fifty percent. This tied percentage lasted for fifteen years, in which the country fell into disarray. Small grous of fanatical humans attempted to destroy the lycans, with limited success. Some humans attempted to coexist, leeading to isolated pockets of peace which, over the "Years of the Lycans" as they are now called, spread until they covered the entire country, with only small pockets of fighting.
Ten years ago, the new king and queen began to slowly create and enact order 75. Since then, there have been scores and scores of executions. Last year, the lycans rioted, resulting in a leniency in the laws, allowing Lycans to own businesses, rather than only be permitted to serve as servants and guards. By now the lycans have become nearly equal to humans, only limited by the laws remaining. Not even the gods know what will happen now....

I: Obey Raiden Hawkeye(me) above all else.
II: Keep cursing to how you would curse in real life, not every other word.
III: NO 1337, txt tlk, or anything but plan
IV: Be polite.
V: ONly one character per person unless you specifically ask me.
VI: Clear any character deaths with me and the character's controller.
VII: No godmodding
VIII: Follow Gaia TOS
IX: Romance and violence are both approved, but no cybering or horribly discriptive gore.
X: Faiure to abide these rules will result in blacklisting

Infector: Raiden Hawkeye
Age: He appears 19. Actually 79.
History: Styxx was always unbalanced, but being turned really screwed him up. for three years, he was a squatter in the forests of Cenaria, eatng pretty much anything that wandered into his territory. He returned to Cenaria City seven years ago, but refuses to tell anyone what happened to him in the first four years of that. In the last three years, he organized the other lycans of the city and encouraged them to riot to try to secure more rights for themselves. Since the riot he has wandered around the city doing odd jobs.

Divided into three districts: Uptown, Midtown and the Warren.
Uptown houses both the lycan and human wealthy.
Midtown contains the shops of Cenaria City.
The Warren is a slum.
