declined you may only apply for a blood line that we have in the guild not any blood line from the show

Actually, we're trying not to have sharingan in the guild. If we had sharingan as an option, then EVERYONE would request it, and the guild would be full of noobs saying "Sharingan! I see joor atax nd cooutr thm!"
That would get boring really fast. So, no sharingan. Sorry.

You can, however, come up with a new one if you desire, so long as it isnt too powerful.
Though, if you do create your own, try not to take anything from the Sharingan sweatdrop

Hey, hey, hey. As an Uchiha Jounin, I know how the sharingan can actually be played in turn-based RP without being broken and keeping things fair. You shouldn't ban it, you should errata it, and make it less powerful. That doesn't mean nuke it down, that means make it easier to handle in a battle. FYI, not everyone wants to be an Uchiha, so the sharingan is pretty safe from the latter. If anything, you should force people to have to pass an exam to get into the Uchiha clan and get the sharingan.
