At 80% Chet's chakra signature becomes unstable and hard to follow for those of his rank and a nuisance for those one rank above him.
At 90% Chet can manipulate his own blood.
At 100% Bloodline techniques all decrease one rank in cost excluding S rank techs.

He can choose to launch them at his opponent. While they aren't meant to do physical damage they will cause burning in the eyes and the impact will throw the enemy off balance. A barrage of twelve will definitely knock the opponent to the ground.

Taijutsu techniques apply direct contact stacks and so will afflict the enemy with 2 stacks. Using a technique that applies contact several times applies a stack for each of the times he connects a punch, kick, bite, etc. Ninjutsu techniques become diluted and apply one stack per jutsu. Party : first I need clarification on this. Your chakra is altered so i think this would require at the very least hits using complex techniques.
Secondly, all the listed effects need 5 addition posts on their trigger time. This isn't me being unreasonable; alcohol has a section in our poison hazard lis tings starting to effect a person at 10 posts of continious contact.
Contact high: unfortunately this will need a lays Exertion per post to remain active. Give me a minimum chakra/stamina output for it to take effect and a range on this aura. I need to check my Suiken but this may also already exist

Edit so that it shows complex taijutsu as the introduction method.
The EFFECTS would need five more posts of contact before they began. Though I may need a second opinion about full on poisoning.
Contact high: the way I read it was that it manifested when you're using chakra and stamina, ie sweating from exertion. I need a threshold pet turn for it to be active. It won't cost extra, but will have a qualifier. Range is fine
