I guess the line should be more clearly drawn...

Tier 0 Characters are often ridiculously durable. They can take gunshot wounds, multiple sword-slashings, stabbings, being blown up, beamercised, and all manner of other suchlike things.

They can launch ridiculously powerful attacks with little-to-no charge time whatsoever, or summon and control large numbers of minions with no strain on themselves. A Tier 0 character could waltz into... say... Area 51, or the Pentagon, and effortlessly wipe the entirety of the people guarding those places off the face of the earth with little-to-no effort OR danger to themselves. Think Sephiroth when he singlehandedly stormed ShinRa and slaughtered the entirety of the guards in the building without even breaking a sweat.

Tier 0's are often able to literally do everything. They are not Jacks of All Trades: they are Kings. Aces even. Fantastic swordsmen, master mages, expert marksmen, hand-to-hand combatants who are also powerful psychics... et cetera.

Tier 0's are called unbalanced because that's exactly what they are; they have NO WEAKNESSES. It's understandable to have a character who excels in multiple areas of combat, or who attempts to compensate for his weaknesses by covering his weak points with his strengths, but to literally be able to do everything and have no weaknesses whatsoever is just too much.

Goku, Sephiroth, and Pre-Crisis Superman are excellent examples of Tier 0s. Goku is practically invincible. He can move nearly at the speed of light, teleport across galaxies, wipe out entire cities nigh-instantly, and with a little charging, blow away entire planets.

Sephiroth was a godly swordsman who could literally wield a blade that no other being was capable of. He was also a consummate magician who could cast spells of all elements and cause insane damage to his opponents, he could often stand and take the full force of insanely powerful attacks and take no damage at all, and he had such powerful psychic strength that he could control multiple manifestations of himself simultaneously from thousands of miles away. He nearly destroyed a planet and was well on his way to becoming an actual God before your party arrived.

Pre-Crisis Superman doesn't even NEED an explanation. He could punch things into orbit, turn back the flow of time, and basically do whatever else the writers needed him to do at the moment. Though he was more of a min-maxer than a twink, since he did have that one great big giant weakness.

Keep in mind that those aren't necessarrily the absolute definitions of Tier 0 characters. They are simply my opinions and what I use as a reference point. I hope it helps.
