Ok well throw you into a room where you all alone for 7 years, and you have to post about 42 times with 6 sentences each minmum. So yours looking at about 252 sentences of writting. While your character goes insane from being alone for so long. Meanwhile it just a week in the real word, so no one really missed you. How that sound

Its a Custom Jutsu made by Susumu which involves sealing jutsu to speed up the time within a barrier. So no only she can make it. Then to learn it you would need to be
1. A Sealing Jutsu User
2. Taught by her

So if my character became a medical ninja, which he already intends to do, then technically he could make a custom sealing jutsu involving time, himself, correct?

Not really, because the jutsu in question already exists. Its like saying your making a jutsu called Firesquare jutsu that does the exact same thing as fireball

Well, here's my idea. I'm not sure of the details of Susumu's time chamber, but going forward in time just to make yourself physically older seems stupid. It's wasting years of your life and you don't get any more mature or smarter through it. In other words, if a ten year old went through the time chamber and popped out as an 18 yr old, they'd still have the mind of a ten year old. Not a very attractive step unless this time chamber allows them to practice jutsu in it or something like what dragonball z had. MY idea, however, is that they jump forward both physically and mentally. They spend what seems like years training their body and mind but when they exit the chamber, time falls back on their body and they stop aging until the makeup is complete. In other words, a the eighteen year old would physically LOOK eighteen for eight straight years until his/her body starts to physically age again.

The chamber ages you mentaly AND physically 2. that wouldnt work, cause you would be in the real word and affected by time. There no way to stop aging when your in the real world.
