IUts like where are all these people who Have multiple Kages and or kage level people?

I honestly don't know where most of the people are.
They just haven't been around in a long time, some of the Kage's that are around, I have never seen RP for a years I have been here.
Drago, Abaddon's current list of jutsu are literally all from other clans; due to the clan he was.
Can I figure out how much they all costed, and give him a new jutsu set in order to make up for the fact that I really cant use the existing one, without breaking multiple rules? xd

*Looks at noticeably emptier village rosters.* When the heck did Shiori become the strongest in Rain?! Wasn't there like a half dozen there before above 100K?
Wonder if any of my other characters have a similar predicament?
Hedoro- About 32K behind Reaver's Senimaru.
Tamao- Been the strongest in Nano since forever... (Only other three are Noir's old characters, now Tory's.)
Liesel- Third strongest in Craftsman.
Kyouken- Missing-nin, but the only other character from Star is one of Green's Academy students.
Kawari- Third strongest in Gear, close to second.
Shiori- Strongest in Rain?!
Noze- 1900 points away from being in the top three. (Soul)
Mayu- Might be in the top dozen, that's more like it! (Sound)
