Hmm.
There's two strong people in Rain.
And one supposedly is being created to "defeat my organization"...
What's an evil organization to do?!
I guess I'll wait a little, and send a force to be reckoned with there, to make sure opposition is shot down for a while longer. twisted

Point taken, haha. But that will be some time down the road, with as many as there are. Likely by the time she hits Jounin, at least. For now, I'll just be grabbing a few of the ones that didn't have any issues.
