GreenTigerr Draco- You can form an organization later on once you get stronger. Like whatever you want within reason. Also Organizations [like the Angra Mainyu and Seven Swords of Crescent Moon] can go around conquering villages if they meet the requirements [I think the reqs are 4 members, whose chakra added together equals 120,000]

I wouldn't mind being stuck in highschool in a suspended state with the same people forever. No responsibilities, cards all day, wack lunch though...

Could someone explain to me how starting works?
I've read all of the rules, the profile block, and the magic book of everything I need to know..
But I need to know about... villages... restrictions on age? ...how starting techniques work..
They said that I could have another 1500 points to spend on techniques if I chose a different starting village.. but they said before that, that I only get one.. so how does that work..
...and creating techniques... how does that work...
...What if I want Sharingan, but your not accepting uchiha's? ...can I create my own... er... genjutsu like it? ...but not exactly? or so?
and if I can create techniques, how are/is points assigned to that and such?
The villages, how am I supposed to know what techniques I 'can' start with or not... where do I find that list..
...plz help?

Here I am!
Villages- The different places that the different techniques are, you travel between them to learn the different techniques. You also choose your starting clan (or clanless) from amongst their offerings.
There is no real restriction on age as far as I know, beyond believability.
Starting techniques. You normally get just one, of 800 or less. However, if you choose an obscure village, you get a perk of 1500 extra points. So you can spend the full 2300 on several techniques from your home village in that case.
Creating techniques. Basically, you think of a technique you want your character to know,t hat isn't already available. You make a write-up and submit it. If it gets approved, and you have a blank spot for it, you get it.
There is no copying clan abilities, sorry. If we aren't accepting Uchiha, then you wouldn't be able to have the Sharingan, or make a knock-off of it. (You could potentially get the Sharingan by going out and taking an Uchiha's eyes, though.)
By making a made-up technique, it doesn't cost points to learn, and depending on what it does, it's cost to use can vary wildly.
To know what techniques you can choose from, go to the thread of your village. The available techniques will generally be on the third post. Keep in mind some techniques will be colored differently, those are clan-only techniques. If you are that clan, you can learn them. If you aren't, then you can't.

Okay.... Here goes! =D
Villages: you can select any village - and you're starting as a Genin, so usually under 18 is your starting age [we do time skips every so often so you'll advance in age]
Everyone gets 1 starting technique which is usually chosen from your clan [any skill under 800 points]
If you are starting in a village that is not Cloud, Leaf, or Sand; you'll get an additional 1500 points to spend on free techniques.
Learnable techniques are listed in the villages themselves - the only restrictions on learning techs involves those which have prerequisites [some techs require another to be learned first, but it will say so in the tech] - and clan techniques that are outside of your clan. [They're usually colored, or have the note "Clan Technique" by it]
Created Techs: you get one starter Madeup Technique, and every 15,000 Chakra you earn you get a new madeup =D
You submit created techniques into the Madeup Jutsu topic to get it approved.
Sharingan [and other eyes] - Before the DoubleHelix Company was destroyed, it was possible to capture an Uchiha and steal their eyes to have it transplanted into you. Probably the company will be brought back and rebuilt in time; so keep tuned to the guild events =)
