From what I recall from the panel at Blizzcon, there will be no flying in Pandaria UNTIL you are the max level of 90 :3

Davy: I would be a mess without flying >___> that would pretty much screw me over. I love flying ;____; if that were true I would definitely not be a happy camper-- I think this way it enables you to explore more although flying makes life hassle free.

Davy: Nope, not at all. There's been a lot of people wondering if they change a payment card on their account if it would cause issues but, from what I seen, it hasn't at all. Its tended to give a 'plz contact support nao" message but from most of the investigations everything has transferred over smoothly.
