First Question. So you can only dedigivolve and then still be able to do anything with that digimon only if its won from a contest? or is dedigivolve only for contest digimon from now on?
Second Question. Does the Deramon I won for the tamer of the month thing be considered as a contest one digimon?

de-digivolve only applies to contest digimon and after de-digivolving you can still digivolve that digimon in any way you prefer.

Yes,your deramon counts as a contest digimon.

Now here is another question. Does it only apply to a newly won contest digimon which you haven't done anything to or if you already did something like digivolve or mutate you would still be allowed to dedigivolve?

Only applies to a newly won contest digimon, meaning that you're de-digivolving it right after you won it from a contest/event

I am looking to get Airdramon, yes? I would like to know, what would my best shot at getting an Airdramon be? I picked Betamon as my rookie, who seems to be the most-recorded rookie to turn into him... (V-Pet and cards) Is there some other way of heightening my odds of getting Airdramon...? (Aside from an Unexpectant Digivolution?)

we actually try not to talk here, we have a Q&A shop for that so things don't get lost in here but it's cool this time just try to post there from now on.

As for your question the only way to increase you odds, (and it would be 100%) would be to win the digivolution item Rainbow Horn in a contest. these items however are not given out that often and then you would have to try to win it and have a rookie digimon to use it on so if you want something fast you will have to unexpect and hope (not good odds) or you could go to Seadramon or something. I would try to get the item if you can.
