I don't think it would raise them to above S-rank. The fear jutsu would just be one of the stronger S-ranks out there.

As it stands because it says "by one rank" it would now if he re-fraised it to say like "slightly stronger" or something along those lines then thats perfectly fine but it cant be a solid amount like that. Its the same thing with the like one rank stronger or one rank tougher. Because we dont use a "Rank " system like that.

please explain to me how we do not use a rank system to measure attributes and jutsus when every jutsu has a rank up to S+ (S+ genjutsu is on the list by the way, and you have to S+ kai out of it.)and Kien Uchiha's profile http://www.gaiaonline.com/guilds/viewtopic.php?t=21952299&page=2 has all his stats listed out by rank.
please also explain how I am accurately supposed to measure a increase in power that does not fit on the used rank scale and how I roleplay it.
guys I want to do this by the book, but can I please get a consistent picture of what the book is. When we changed over profiles I lost 15 jutsu slots from my encyclopedia and atlas too keep my taijutsu style and not lose several hundred chakra, by taking the taijutsu class, but when the "stipulation" changed, Howaido kept his strength and speed increases. Azeiel bitched at me for grammar, and then just made one of the biggest WTF am I reading post ever. Can we get a little more consistency please.

I'll let Azeiel answer the thing about his profile, as that's not in the official profile skeleton.
We don't use a rank system to measure attributes. We do use one for jutsu.
All of the attributes have wording like, "slightly" or "sharply".
The way the attribute system works is like this: (I'll be using the word increase to make it clearer)
Slight increase ( Better than average Genin)
Increase (Chuunin)
Sharp increase (Jounin)
Great increase (Konin)
Significant increase (Sannin)
The ranks in parentheses are what the increase would be equivalent to. So your character's speed and fear-inducing genjutsu would be better than an average genin.
Also, approved.

Hey guys. I just took a look around and realized that some poeple have gotten really creative with there attributes. I wanted to submit these character attributes for Maxwell and see if they would be approved.
1. Vampiric-When Max consumes the blood of a slain enemy he gains 5 chakra back into his pool per enemies rank. example Jonin enemies give 15 chakra back
2. Muderer's rush- When slaying an enemy Max's speed increases for 3 post
the numbers can always change, but would the premise itself and what numbers be acceptable.

It certainly is creative, but I don't really see you being able to use the attributes much. Unless you go on a killing spree, of course.

entire primus of the character is going to be similar to his picture. Alucard was a monster killer, but controlled by Lady Hellsing. Max is going to be the psycho killer for Kirigakure
Are they acceptable?
