@Crimson- If you're playing it fairly and right then no.
They should not suddenly gain the chakra boost but it happens.
Take Sin as an example of doing it the right way.
He gainned the sudden rank up from Chuunin (I think that's what he was) to Kage, but did not give himself an instaboost. Because of this he had his a** handed to him when Masumi and co. rolled in to Cloud.

Sin was S-ranked, DANDii. XD I honestly think he would've had his a** handed to him either way, but that's just my opinion.

Or maybe that was during the earlier fight in his office right when her gained Kage position.
Maybe I'm wrong but I remember him talking about how he considered Sin to be at a weaker rank despite being a kage.

He reached S and SS-ranked insanely quickly, so I would also be under that assumption. He was Chuunin for quite some time, so A or S-rank would probably be acceptable.
