It'd be too powerful if a ninja had both. It'd be over 9000... if that makes sense. However, whoever made the new rules for the Curse Seals, no offense, is a ******** retard. That's the most idiotic set of rules I have ever read, especially since they're for seals.

Oh the plans I have in store for my new generation of Damian. Heat Orochi AND the Demon for manipulating fire.
If my opponents have never been to hell, they'll at least die knowing what it feels like to burn.

One can't have two seals on one body or the body would tear itself apart from the struggle to keep both inside. An orochi however is merely an extra power that is lent to you. The Orochi power leaves the body at free will if it thinks their is a better host for its abilities. So if you face off against someone stronger then you and you lose, it leaves your body even if you didn't die.
