She was originally just a background pony with literally nothing to do with the show. The animation error caused her eyes to look in 2 different directions and no one in editing caught the mistake. When the episode was aired, the Brony community spotted quickly and thought it was the coolest thing. They quickly created a fan-made character named Derpy Hooves. Her premise wasn't to be retarded, but a total klutz because she was cross-eyed. Recently, they put her in the foreground as the ultimate shout-out to Bronies [Hasbro and Lauren Faust LOVE the Bronies]. Durring her vocal recording, the vocalist made her sound like a boy, because she honestly thought she was voicing a young boy. Kind of fitting for the accident prone pony, don't ya think? Anyway, some people jumped the gun and thought they were making fun of retards, which they're not and wanted Derpy removed and edited, which Hasbro did. This is the result of no one doing their research before whining. what makes it worse, is there are many people with mental handicaps coming out and saying they loved Derpy... long story short, no she's not retarded, just very ditzy.
