Cinnabar Island is where you catch Missingno, by surfing up and down the coast after talking to the old dude in Viridian.

You can either use FLY from the Safari Zone after encountering the Pokemon you want to catch, or simply use it from anywhere for a chance at Missingno. First you have to go to Viridian (without leaving the town), talk to the old man, and have him show you how to catch pokemon. Once that's done, you use FLY again to go to Cinnibar Island, and use a pokemon with SURF to go up and down the coast until you encounter either the pokemon you encountered in Safari Zone, or Missingo.
The pokemon will be level 250, but if you level them up their levels actually drop drastically.

The old man is better, though.
He's a secret cultist of Cthluhu Missingno.
Also, the Missingno thing gives you 250 items of whatever you have in the sixth or seventh slot of your pack. So if you just talk to the old man and fly right out there, you get the item dupe. Rare candies, proteins, carbos, master balls, etc.
EDIT:: Also, Glitch City in Silver/Gold. So much creepypasta could come from that glitch.
