I want Chen to call in the Swat team to secure the crime scene and resolve the dispute with what seems to be chaotic zombies, but I want to make sure it'll be alright with everyone else. It won't be a one post deal, though, considering there's going to be resistance.

Truth be told I think enough people are struggling to control the situation that having another person GM a large force is just going to make the situation that much worse.
