Well, setting aside her future personality shift, the normal Hedoro's personality could probably be summed up as:
She is driven by her hunger, it spreads to all facets of her existence. Hunger for freedom, hunger to know more,
hunger to make others feel the same pain she has, hunger for a strong opponent, and of course a physical hunger.
She is paranoid, viewing everyone as an enemy unless they specifically do something to prove themselves to her,
and she views normal humans (or in this case, normal souls) as inferior, beings just waiting to be consumed or
experimented on. As someone who doesn't really feel pain, she has a liking for battle, as it lets her test herself,
and make others suffer before she captures any potential subjects. (I suppose she's kind of a vague blend of
Kenpachi, Mayuri, and some of the more ravenous Hollows, maybe?)
One thing that comes to mind, if you feel like using it, she could be an experimental mod soul that was created by the last Captain of Squad 12, who was then killed and eaten by her. She took over their work, but that time spent as an experiment made her malicious and cruel. She'd do whatever it takes to avoid being an experiment again. And the best path to that is to make everyone else an experiment.
