It's more that we don't do seperate doujutsu lines as made ups, they either happen as a clan or already exist as a limited edition item,

probably, it's more of a see it and I'll tell you.
No copying item effects,
No doing made ups that people already have claims on, though it's debatable if those ideas can never be used again.
Your Blood thing was a combination of A+B, B by itself isn't so bad, but when it combines with A to infringe on clan abilities it won't be happening. Like doing various forms of Rasengan, we've had plenty of those in the past.
C- you can make new clans for that doujutsu, it's just not normal for them to be approved for individual character use, you can Pm Drago and ask him, if he gives you the ok on it sure, it's fine and legal, but under my rulings it won't happen.
