Yes, it'll take a lot of chakra to summon, but like i said before, if you summon the dragon of your superior element, then it will be easier and use up less chakra. I'm a lightning element, like said before, i'm not even gonna consider summoning an earth, fire, or wind dragon.
Plus, you also gotta take into consideration the rank. They say that the sage has to be at least a jounin, if you summon a dragon at that rank, you are gonna use up atleast 70% of your chakra or a little bit less. But since a sannin and kage are around the same rank as each other, I would estimate, ALSO, if you are the sage, it should take less chakra, so I guess around 45% of your chakra.

I'm not sure why, but you're clearly not listening to me, so allow me to reiterate my previous point once more, and add a few comments...
- Your Superior (Primary) element DOES NOT give you a bonus or allow you to use a jutsu or techniques of that element at a lower chakra cost then normal.
- I've just realized this, but since when did we say people are allowed to become a Sage? Do we even have a system to facilitate this, or to distinguish a Sage from a Jounin/Sannin/Kage? To my knowledge, no one has done this within the guild and no system exists to explain what it entails and what the benefits from it would be. Ultimately however, as the Profile Nazi VC, it would have to go through me.
- Maybe this would be part of being a Sage??? (We don't have a Sage system, so I'm not sure)... but as it stands, it seems like you are arbitrarily stating that things would cost lest, simply because you become a Sage, which sounds ridiculous to me. If anything, according to how it's done in Naruto, being a Sage simply increases a ninja's power and their ability to draw chakra from nature. It doesn't make things easier in terms of making jutsu cost less, it simply makes the user more powerful and therefore capable of doing more.
