Why is it that when people draw "evil" females it's always big boobs and plump lips?

A lot of times people like to have characters personify their being and its only natural for evil women to be seductive and thus personify the fact that evil is so hard to resist.

You're not the first one to notice this.Also: As a gift to Desi on his Birthday, Mr. Swordopolis, patron spirit of swords, has declared that today will now be called Sword Day. Next year, Mr. Swordopolis plans to replace the word 'day' with 'sword', so that people will be reminded of swords every sword of the week. And tosword will then become Sword Sword.

When's the last time you saw a male villain in a movie that wasn't a slick businessman or unusually muscular and handsome? Or both? The only time the female villain isn't a busty, curvy, full-lipped woman is when they're plastered with the "exotic" label by having any other skin color besides milky white.
Meanwhile heroes and heroines are usually built like a 5th grader on a diet, because everyone loves an underdog.

Don't forget the bad guys at the other end of the spectrum, the horribly grotesque and deformed ones. Though you don't see as many of those nowadays. I suppose people feel it's overused.

I wouldn't say it's considered overused... I think as movies in particular become more commercialized, it's going to become more and more about how much money you can pull in.
Plus, you generally don't see big-name actors known for their looks cast in roles that call for a deformed look.
