I'm confused as to what a villain who IS suited for capture rather than execution looks like.

But, like Batman himself, most of his villains dont have super powers. They're just crazy.
The Joker is just crazy (and subsequently Harley, who is crazy for Mr. J). The Riddler is just crazy. The Mad Hatter is just crazy. Two Face is just crazy. The Penguin is just crazy. That guy with the ventriloquist dummy... CRAZY.
The villains WITH powers are just stupid.
Clayface... turned into goo by make-up. Poison Ivy. PLANTS. WOW. Bane. Chemically induced somewhat decent strength. Scarecrow. Chemically induced the willies. OH MAN. Man-Bat? Fuhgedaboudit. Croc. Okay, he's kind of cool, but still boils down to a skin condition.
Who's left? Ras? He never went to Arkham.
I guess that's where the "Asylum" part comes in...

I had an idea for something along the lines of the SS or an inquisition for meta's, hunting them down, genetic experiments, and just plain ******** over anything that had any outward signs of meta involvement. :shrugs:
Unoriginal, but still kind of scary, group based. And each side thinks that it's doing what's best for Gaia by wiping the other side out.

Sunstrike I had an idea for something along the lines of the SS or an inquisition for meta's, hunting them down, genetic experiments, and just plain ******** over anything that had any outward signs of meta involvement. :shrugs: Unoriginal, but still kind of scary, group based. And each side thinks that it's doing what's best for Gaia by wiping the other side out. I've had a similar idea I've wanted to run for a long time, starting with anti-meta protests and riots at the stadium. Though it essentially boiled down to a Civil War-esque pro/anti registration thing. I have the perfect character I've wanted to introduce at the forefront of anti-meta cause for a while, especially if genetic experiments are involved. He also just so happens to be Silver's creator, and will bring that plot arc around. We should make it happen.

I don't suppose the good guys would be inclined to wipe out the hunters, however the bad guys would be more than inclined to start hacking away at their hunters numbers.

Of course a lot of Batman's best villains didn't have powers. Batman himself didn't have powers. The other ones that did just...took away from the whole psychological theme of Batman.
It's like the difference between the Christian Bale Batman movies that focus on a realistic, psychological aspect, and that god-awful one with George Clooney.
But, obviously, Adam West has a special place in our hearts. >>
