people who jump villages for some spot whenever things get boring obviously aren't loyal or reliable. i don't want some impatient rouge in charge.

How about you ask another village to help, for the lack of a better word, rule your village until someone rises to the rank of being able to your rule village itself. That way you can still go on, but you will be working for another village for abit.

Nothing is ever true for all people that fall under its generalization, valid point. But unfortunately the majority of humans become comfortable in positions of power.
Here's another thing:
If a Kage from another village was in charge of a village not their own, then there isn't anything stopping them from taking the techniques of the second village and adding it to the stores of their own. That would be common sense - strengthen your forces at no cost.

Just wanted to see how everyone is doing.

Its fine. It has happened before, so I set myself up for it. Most of the chicks I date cheat on me. One of them actually did it with five guys in one night.
