How can Potency be used?
A.
Tech 1.Fire Ball: xxx damage
Tech 2.Burning Will: xxx Potency
Or
B.
Fire ball: xxx damage + xxx Potency
Or
C. All of the Above.

I would just put another level on Element perk....
Lol 75k chakra or 100k chakra...
not that hard to do....possibly hard to gain yes.... but still...lul
Not to mention fuuton & youton users have three elements xd
Also It's a Style.
o.0 I just got a interesting idea.... Why don't we make a Style Perk.... instead of Element perk...
Style perks could have up to 3 elements depending on how many times you obtained that style.

C (burning would be a buff, not the flat potency effect though). It's simply used for countering (if you counter a jutsu with more potency than your counter then you still suffer half damage, should it do damage that is). Potency also makes it more difficult to remove a de-buff from yourself.
