Who will I talk to for training in Kumo? It seems mostly inactive.

Where is the rule that all techniques must be taught by a sensei?
...are they the only keepers of the scrolls?
Make a library or something, and then have Genin check out scrolls so that they can learn stuff of their own accord. Waiting for someone to hand you a scroll is ridiculous when so many of the skills are simply basic.
For anything higher then a C-rank, we can say the scrolls need to be obtained from a higher source. (Special Jounin, Jounin, or Sannin/Kage)

I didn't mean it like I was lazy. I trained Svellos just about everything on my own. XD It's just nice to have someone to RP with.
