WRONG.

1. Build CC.
2. Build Nuke Addon.
3. Build Ghost.
4. Target.
5. Wait about 15-20 seconds.
6. Ghost can act freely, and the nuke will land even if he's killed, so long as the red indicator dot is gone.
7. Wait another 5 seconds.
8. Giant kaboom.
9. ???
10. Profit!

Man, it doesn't even take five seconds. Indicator goes away then the nuke arrives.
