Because if I am correct, when you use the Fallout Storyline, it was America that was technology backwards after WW2, so Japan would be a super power. In other words, untouched.

Actually the entire war was affected by the Resource War that lead up to the Great War in 2077 due to the lack of fossil-based fuels causing the entire world to suffer the effects of the nuclear war.
As for the reason I was asking for a wasteland idea, I was thinking about possibly coming up with a new wasteland for people to explore, i.e. the area around Chicago.

For the most part, all of the planet was consumed by nuclear fire. Even if no nukes fell in the area, kind of like New Vegas, the area would still be torn apart and radioactive. The view from the alien spaceship in Fallout 3 offers a particularly dim view of the desert of a planet leftover.

And besides I don't think it would be unheard of for someone to be working on a way to restore regular weather patterns, but messed something up, do you?

If I'm correct the atmosphere would be gone, correct? So wouldn't there be parts of the planet under constant attack by mother nature?

But people messing with weather technology isn't unheard of. See G.E.C.K.
But we could create a vault somewhere to start. Those vaults are pretty wacky if you look at the experiments they would run in them, so that would open pretty much anything.
