Oh umm.....no.....nothings cut off but the stuff like with your avvy and other boxes are not overlapping your picture, they are completely below it. I only see the pic, then the background color continues down where yoru pics are, hold on ill screen cap how it looks for you.
Specs...well whatever your screen resulution is. usually cna be find in your screen settings (the same place you choose your wallpaper but another tab)

So its supposed to be total off center with JUST a big picture on top? o_O and a blue line cutting off the side? 1024 X 768
