Ok just to answer some of your questions Steampunk (even though most have been thoroughly explained).
Now then yes, Int does not factor into "base" damage or accuracy for a Jutsu. However remember the higher your Int, the higher level your custom (not to mention items). This allows for more points in said jutsu to be placed in damage or accuracy somewhat superseding having those stats (though your caps won't rise by raising it). Thus Int is incredibly useful in that your "technical" power goes up, but your "raw" power does not (again representing someone with a lot of knowledge but not necessarily all the training to make the most of it). So a balance of seal speed, seal str, Int, and Wp make for a great genjutsu user. *(Though note seal strength isn't as important as it is to ninjutsu users, reason being a genjutsu user has far more range of "controlling" a fight than a ninjutsu user who generally relies on raw power, though slightly less than a taijutsu user who relies on even more raw power, to win a fight).
Ie there's a reason for the stats being the way they are, rp and mechanic balance wise. =D
Anyways that said yes, your normal slots can be filled with ludicrously high jutsu. However think carefully, what do you think would happen to a person with only 10 Int using a level 100 jutsu? For one their damage and accuracy caps would likely still be fairly low, not to mention the amount of fatigue (if it was tai) or chakra (if it was nin or gen) it would cost would likely cripple them very quickly (-1,000 chakra just to activate after all). So sure, a low level nin can fill there normal slots with high level jutsu... but the problem there lies is they wind up getting a few one shot before becoming exhausted abilities that they can't even use at full strength (a representation of them not being skilled enough to efficiently use the jutsu).

Got my brothers old laptop (barely used, it was delayed about a year and a half from coming back from Iraq lol so it's basically new), other than that? Lots of clothes and a bit of money I'll be using to expand my Ork Army >=D Food was delicious, always is... but now I need to work out a lot tonight to make sure I keep my abs lol, worked hard for those things and can't let Christmas and thanksgiving ruin them xD
