Than, now what in the world gave you the smallest impression that my engines couldn't reach their optimal output? In my opinion I do believe our home-grown emo seems to be admitting to his own...technological...ineptitude.

The crew of the TNG Enterprise in general was the best. Picard was just a culminating point of all of TNG's awesomeness.
Nana: You'd be surprised. There are a lot of people who contend that Sisko (Captain from DS9) is the best captain. There aren't that many people though who honestly call Kirk, Janeway, or that douche from Enterprise the best.

I couldnt stand Sisko, in fact DS9 was just boring. I do belive Picard was the best but Janeway was a close 2nd.

Sisko wasn't that interesting, but I thought DS9 was fairly good. It was different in terms that it had a solid series long plot in the later seasons.
I hate Janeway, honestly. Aside from the fact she stranded her entire crew 65 years from earth, she made so many decisions that were hypocritical in respect to her earlier actions. I think in one of the later seasons when she's asked if she's ever broken the prime directive, she says only that it was tempting, when I'm pretty sure she broke it more times than Picard did throughout the series.

I see it like this. If your stuck 65 years from earth in an unexpored sector of space, why wouldnt you brake the prime directive if it ment survival.
