Am i just blind or is the clone jutsu no on the universal jutsu list?

Jinei Ryuu Shinigami Am i just blind or is the clone jutsu no on the universal jutsu list? Look in genjutsu. Clone Jutsu is not a ninjutsu as those clones can't hurt anyone. EDIT: Chakra is minus for each clone you make. So for me if I used Kage Bushin no jutsu and created three clones (It being an A ranked jutsu) it would cost me 5% for each clone, spending 15% total chakra just for the three I created. So for the clone jutsu it would be the same (Just on a lower level). For me, if I wanted to make clones from the clone jutsu, I could theoretically make over 2500 if I used up all of my chakra. Though they would be useless and I could not attack without using life chakra or simple taijutsu. Clones from the clone jutsu can't use any jutsu and their attacks would just go through people as they would just pop into smoke.
