all the ones i know cost money. soundforge is what first comes to mind. i use fl studio, which comes with an audio editor, though it's much less extensive than sf. cakewalk's there and good enough, and may be sold in like... eb.
free... you can try modplug tracker, though you have to go out of your way to edit things there. and since its a mod, you might lose quality depending on how you edit.
