Can sharingan users that are genin learn all of the C rank things for sharingan? Cause in the anime, Sasuke knew most of those. And like, Sasuke learned one of those moves at age 7 or 8.

She had the ability to send out electromagnetic pulses into the nerves directly connecting to the brain and causing illusions to become real to the people. She moved into the outskirts of the rain village where she fell in love with a common town person and the Meimu clan started from there. Now the Meimu clan is starting to appear more and more around the shinobi world once all the ninja started to return.Rules:
-Must have Lighting and wind for elements.
-When activated it takes one D rank move every 3 posts.
-Sees delusions allot.
-Can be affected by Genjutsu.
-Must try to kill a Kurame clan member when ever they meet.
-Besides Clan Jutsu they can use their ability to create other illusions.
-Cannot be simple kai. Must be only released when givin a massive chakra surge by a comrade of user stops sending illusions.

Electrolytic Barrier
Rank: C
Description: By sending pulses to the foes brain using electromagnetic waves the user can trick the opponent there is a wall infront that blocks damage and ninjutsu up to C rank. Can only be used twice in battle.
Di-Sword
Rank: B
Description: By creating a illusion of a sword of different sizes or color depending on the user. It makes the illusion of cutting him and he sents pulses to the brain that say it does damage and the brain can trick the body and causes damage on themselves
Cocytus Freeze
Rank: A
Description: By sending pulses to the foes brain a river of water will flow and surround the enemy and freeze their body in ice. They can not be broken free unless sent a chakra surge by a comrade.

One problem I see
your range is too far, that would take a great amount of chakra.

just saying in naurto long range would be consider 15m at the max, any more then your like a god lol and thats hella chakra usage. In the end it would only hurt the user more, or weaken the jutsu.
